I think it's mostly because they're doing bulk PPDs generation, so installing libraries specific to a given module just doesn't happen.

Once I get 0.51 out the door I'm going to take a look at generating PPDs with decent file support again, but I want to make sure it won't take huge chunks of time when a new version of a library is released to upgrade the library and rebuild. Building some of the libraries can be annoying on Win32.
