Darn.
Did you try this on Windows XP or 2000, or both? It really should work
on Windows XP, and has been very well tested on that platform.
As another test, try downloading version 6.90 to see if it works. Although
unlikely, it is possible that your 6.91 download was corrupted somehow.
Changing versions will also put the temporary files in a different directory.
Just one more thought: Your hard disk isn't nearly full is it? This can cause
problems when the temporary files are unpacked.
