mytags, flood control, duplicate control
More work on CPAN::Forum

- There are some stats about the top 10 taggers with link to their tags
- There is a link called mytag, a link to your own tags
- flood control was fixed
- accidental post duplication might be avoided now by checking if the post has the same text as the last post from the same person
