It seems to be a ppm-3 thing. Edit the ppd file:
Remove the line: <DEPENDENCY NAME="Win32" VERSION="0,0,0,0" />
Change the archname to: "MSWin32-x86-multi-thread-5.8"

That seems to work on my system.
