Problem with single quotes

Hi All I am getting ?\226?\128?\153 instead of single quotes ('). Its in the subject. Is this a bug or am I missing something? Thanks Ankush

I have a test string (where ?\226?\128?\153 appears) but some how I am unable to paste the same here as it shows "Text format is not correct"
